Fiber vs Prebiotics: Why the Difference Matters

The "Fiber-Maxxing" Moment

Increasing fiber intake remains a popular trend in American diets, coinciding with growing interest in digestive health benefits and the recent “fiber-maxxing” trend on social media, which has framed fiber intake as a target of 30 g to 40 g per day.1 The 2025 International Food Information Council Food and Health Survey report also stated that “good source of fiber” was among the top 10 criteria for Americans when defining a healthy food, with 28% of respondents selecting this quality.2 Interestingly, this criterion saw a 4% increase compared with 2024. Furthermore, when compared with 2021, more people are aiming to consume more fiber (64% vs 56%).

As Andrah Visscher, global innovation marketing manager for performance and active nutrition at FrieslandCampina Ingredients, notes, “Fiber has broken free from its old-school health food stereotypes to become a hero nutrient.” Visscher also cautioned that the visibility and accessibility of fiber claims is a catch-22. Although attention to the category is overall beneficial, it may risk overlooking evidence for specialized digestive health ingredients, such as prebiotics. Fiber and prebiotics certainly overlap, but the distinction is becoming more significant. They are scientifically and regulatorily distinct, and capturing that distinction is becoming a notable commercial differentiator.

The Core Scientific Distinction

Dietary fiber and prebiotics are differentiated by several key aspects, as claims and trends come under increasing scrutiny. “Fiber, fiber microbiome support, [and] prebiotics are increasingly being used interchangeably, and from both a scientific and regulatory perspective, fiber and prebiotics are not synonymous terms,” explained Sandra Saville, RD, director of education and communication for the International Probiotics Association.3 “Behind all of this excitement lies some problems within industry, all the way through to consumers struggling to clearly distinguish fiber from prebiotics.”

The categories have differing scientific criteria and mechanisms of action, Saville explained. Dietary fiber is mainly a regulatory category, she said, with some examples including cellulose, psyllium, and β-glucan. The mechanisms are primarily physicochemical, including bulking, viscosity, and cholesterol binding. The effects usually occur independently of microbiome mediation, something that is required by a prebiotic.

For a definition of a prebiotic, Saville pointed to the one created by the International Scientific Association for Probiotics and Prebiotics: “A substrate that is selectively utilized by host microorganisms conferring a health benefit.” Most fibers are not prebiotics, whereas most prebiotics are not approved as dietary fibers, she said, adding that some ingredients, such as inulin, fructooligosaccharides, and galactooligosaccharides, can satisfy both categories.

Saville also highlighted why a focus on fermentation is crucial. “One of the greatest misconceptions within the microbiome science field is the assumption that fermentation automatically equals prebiotic activity,” she said. “However, fermentation alone is not sufficient.” Substrates can ferment without supporting beneficial microbes, she explained.

Why Commoditization Is a Real Risk

The marketing of fiber claims presents challenges for consumers and manufacturers, particularly when claims relating to specialist fibers and prebiotics are lumped together with generic fiber ingredients, Visscher explained. “Claims like grams of fiber are an appealing, easy-to-understand consumer hook that prebiotics can contribute to, but they can also oversimplify the science and the unique benefits of specific ingredients,” she said, adding that credible claims are built on strong evidence on dose, mechanism of action, and outcome. Broad “gut health” claims can harm a brand’s ability to elevate specialist ingredients and complicate consumers’ perceptions of the different benefits of different fibers, she added.

Consumers may also already be ahead of some of the marketing claims. As Samantha Ford, MS, director of business development at AIDP, explained, consumer searches for digestive health include concerns about unwanted gastrointestinal adverse effects, whereas searches for prebiotics include other benefits, such as skin health. “It appears consumers understand the unique benefits of prebiotics over fiber,” she said. “We work closely with our customers to deliver the right ingredient for the intended health product.”

Ford also added that each prebiotic offers unique benefits and mechanisms of action. AIDP’s portfolio includes ingredients with distinct mechanisms, such as targeting the broader microbiome, supporting a specific downstream species, and aiding digestion and laxation. “Research is applied to a specific prebiotic, even across similar types,” she said. “Frankly, this is a challenge to communicate to consumers and manufacturers. Labeling helps to distinguish the type of prebiotic and hopefully will improve consumers’ awareness.”

The Regulatory Patchwork

An important facet of claim strategy is that it must be jurisdiction-specific: A claim in one area might not be viable in another. Saville explained this using a regulatory outline for fiber in the US, Canada, and the European Union (EU). In the US, she explained, fiber claims are regulated through the FDA dietary fiber guidance. “Importantly, the US framework focuses very heavily on demonstrated physiological effects rather than microbiome mechanisms for fibers,” she said, adding that microbiome mediation is not a principal basis for recognizing a fiber. Additionally, the FDA does not provide a definition for prebiotics, which offers flexibility and uncertainty, she explained.

In Canada, the distinction between fiber and prebiotics is clear, Saville said. She explained that Health Canada's April 2026 prebiotics monograph clarified that not all fibers are prebiotics and not all prebiotics are fibers, a major advancement in microbiome regulatory clarity. Additionally, the monograph “formally recognizes selectivity, microbiome-mediated effects, and beneficial physiological outcomes,” which Saville said is one of the most important regulatory developments for prebiotics globally.

The regulatory system in the EU does distinguish fiber from prebiotics. According to Saville, fiber is considered an implied health claim when it is associated with beneficial effects on the microbiome, which requires authorization, substantiation, and approval. Additionally, the European Food Safety Authority has rejected many submissions for microbiome- and prebiotic-related claims, she noted.

“The key takeaway is that prebiotic regulation remains highly fragmented globally,” Saville said.

Emerging Application Areas: GLP-1s and Healthy Aging

Brands are moving beyond a “just add fiber” strategy for their ingredients. New areas of application for fiber and prebiotics include glucagon-like peptide-1 (GLP-1) medication companion products and healthy aging formulations, Visscher said, each one serving different purposes. She explained that GLP-1 medications can create challenges for fiber intake due to reduced food intake and gastrointestinal adverse effects. Although increasing dietary fiber can help support fiber intake, prebiotics can support gut health through a more targeted approach: nourishing beneficial organisms in the gut.

Visscher explained that this principle also extends to healthy aging. There is space to support consumers’ digestive health and comfort as they age and experience changes in dietary patterns and gut microbiome composition, as prebiotics may help the gut microbiome respond to these changes. “As research continues to explore connections between the microbiome, metabolic health, and healthy aging, the opportunity lies in developing evidence-backed solutions that support specific health needs across different life stages,” Visscher said.

Where the Category Is Headed

Looking ahead, several trends and opportunities are expected to shape the category’s development. “As fiber-forward marketing continues to grow, evidence-led education will become increasingly important,” Visscher said. “The opportunity for prebiotics is to harness the growing interest in fiber while clearly communicating the science behind specific ingredients, helping brands and consumers understand that not all fibers are created equal.”

Looking beyond digestive health, Ford stated that prebiotics are foundational to overall health, much like vitamins and minerals. “We continue to learn about the microbiome and its ever-evolving status,” she said. “We believe consumers should help support their microbiome on a daily basis across life stages.”

Saville highlighted emerging trends in microbiome science and commercialization. “We're seeing personalized microbiome support, precision prebiotics, next-gen[eration] human milk oligosaccharides, symbiotic optimization, and mechanistic substantiation,” she said. “Future innovation will increasingly require integrated evidence models, and that will include monoculture studies, mixed culture systems, in vitro fermentation, animal models, and human clinical validation. The future of microbiome sites is increasingly mechanistic, targeted, and precision-driven.” In particular, she emphasized symbiotics—the combination of specific probiotics and prebiotics—as a future market opportunity.

Evidence-led labeling and supported claims may help separate prebiotic ingredients from the commodity fiber wave, as well as recognizing that fiber and prebiotics are different tools rather than competitors.
